La salud como factor de crecimiento económico

espanolActualmente se reconoce la relacion de causalidad bidireccional entre salud y crecimiento economico, la divergencia de su impacto es observable en los paises de Asia Oriental y en los del Africa Subsahariana. Esta causalidad justifica que la salud ocupe un lugar central en los objetivos de Desarrollo del Milenio aprobados por las Naciones Unidas en 2000. No obstante, el informe anual de 2004 que evalua la implementacion de estos objetivos, indica que con las tendencias actuales, la mayoria de los paises en desarrollo no alcanzara la mayoria de ellos. En la region de America Latina y el Caribe, por ejemplo, debido al grado tan alto de desigualdad, los indicadores de salud y la distribucion del ingreso varian ampliamente. El primer paso para el crecimiento economico y de salud debe ser comprender la trascendencia de la relacion reciproca de ambos factores. Costa Rica es considerado como el pais con menos desigualdad en Centroamerica, las decisiones politicas han hecho una diferencia significativa en el pais, por una clara decision de invertir en medicina familiar y educacion, lo que ha llevado a que ocupe una mejor clasificacion a escala mundial en terminos de desarrollo humano que en terminos de ingreso fundamentalmente debido a los logros en salud. Sin embargo, de frente a los Objetivos de Desarrollo del Milenio, como pais en desarrollo, debe seguir propiciando la actividad privada y el crecimiento economico afianzando la estabilidad macroeconomica, mejorar la gestion fiscal, reducir mas las barreras al comercio y reenfocar la atencion de la fuerte regulacion empresarial al fortalecimiento de instituciones de mercado como los derechos de propiedad y el estado de derecho. Tambien debe fortalecer sus capacidades en el sector publico y mejorar la calidad de la gestion de gobierno, en particular combatiendo la corrupcion. Asimismo debe invertir mas en desarrollo humano y servicios de infraestructura y orientarlos mejor hacia los sectores pobres. EnglishNowadays, the causal and bidirectional relationship between health and economic growth is known, the divergency of its impact is observable in Oriental Asian and Subsaharian countries. This causality justifies that health has an important place among the objectives of Growth of the Milenium approved by the United Nations in the year 2000. Nevertheless, the 2004 annual report that evaluates the implementation of these objectives in the process of development, does not include the vast majority of these countries. In the Latin American and in the Caraibe Region, for example, due to the high degree of inequality, the indicators of health and the distribution of income, vary a lot. The first step for economical growth and health is to understand the trascendance of the reciprocal relationship among both factors. Costa Rica is considered as the country with less social inequality in Central America, political decisions have made a significant difference in the country, because of a clear decision to invest in family medicine and education, that has driven Costa Rica to occupy a better classification in a world scale in terms of human worth in relationship to income, fundamentally due to achievements in health. Nevertheless, face to the objectives of Growth of he Milenium, as a country in the process of development,, it must continue to privilege private activity and economical growth, balancing the macroeconomical stability, doing better in fiscal gestion, reducing more the obstacles to commerce and reorienting the attentionof the strong empresarial regulation to the empowerment of market institutions such as the rights to private property and a state of rights. It must also empower its capacities in the public sector and better the quality of the government�s gestion, in particular by fighting corruption. At the same time, it must invest more in human development and in infraestrctural services and orient them more to the poorer sectors of society.
