LA ACCESIBILIDAD A LA ATENCIÓN EN SALUD: SU ARTICULACIÓN CON LA PARTICIPACIÓN EN SALUD DE LOS USUARIOS

Resumen

Este trabajo analiza las caracteristicas de la accesibilidad a la atencion en salud de los usuarios de un centro de salud ubicado en la Ciudad de Buenos Aires. Se define a la accesibilidad como un vinculo que se construye entre los sujetos y los servicios, que surge de una combinatoria entre las condiciones y discursos de los servicios y las condiciones y representaciones de los sujetos (Stolkiner y Otros, 2000: 282). Se considera que existe una intima relacion entre la dimension simbolica de la accesibilidad y los grados de participacion en salud de los usuarios de los servicios. Se seleccionaron usuarios con participacion en salud, y usuarios sin participacion activa en este area, con el fin de indagar las diferencias en los vinculos que cada grupo construye con el servicio. Los usuarios sin participacion en salud, muestran sentimientos de agradecimiento hacia los trabajadores del centro, asi como los responsabilizan de modo personal cuando hay una falla en la atencion. Por el contrario, es posible encontrar concepciones de Derecho a la Atencion en Salud en usuarios con participacion en salud, aunque estas concepciones aparecen ligadas a un derecho “selectivo”, no universal. Palabras clave Accesibilidad Servicios Derechos Participacion ABSTRACT ACCESSIBILITY TO HEALTH ATTENTION: ITS RELATIONSHIP WITH THE PARTICIPATION IN HEALTH OF USERS This work analyzes the characteristics of the accessibility to the attention in health of the users of a health unit located in Buenos Aires City. The accessibility is defined as a relationship that is built between the subjects and the services, that arises of a combination between the conditions and speeches of the services and the conditions and representations of the subjects (Stolkiner and Other, 2000: 282). It is considered that there is an intimate relation between the symbolic dimension of the accessibility and the degrees of participation in health of the users of the services. There were selected users with participation in health, and users without active participation in this area, in order to investigate the differences in the relation that each group builds with the service. The users without participation in health, showed feelings of gratitude toward the workers of the center, as well as they blame them in a personal way when there was a failure in the attention. On the contrary, is possible to find conceptions of Right to the Attention in Health in users with participation in health, although these conceptions appear connected with a “selective” right, not universal.
