Resumen

This article examines state policies that had a significant impact on Haitian migration in Argentina during the period from 2011 to 2019, focusing specifically on two regulations in effect during this period: the false tourist category (2014) and the visa policy for the Haitian population (2018). Our premise is that the formulation of policies related to recent Haitian migration is intrinsically linked to how Afro-descendancy has been politically conceived and treated in Argentina. Based on a qualitative methodology that combined the analysis of official public documents, interviews, and other relevant sources, we aim to critically reflect on the racialization of state thinking in Argentina, particularly concerning certain migrations and migrant presences in the country, a dynamic that has shown notable persistence over time.
