Gobernanza territorial en el Área Metropolitana de Santa Fe (Argentina): problemas y desafíos, estrategias y propuestas

Resumen

Esta presentación, que reconoce antecedentes en ediciones anteriores del Seminario, recoge y desarrolla un fragmento de un trabajo integral cuyo objetivo estaba focalizado en “contribuir a explicar los principales problemas y desafíos que enfrenta el Área Metropolitana de Santa Fe (AMSFe) y delinear un conjunto posible de estrategias para resolver las problemáticas comunes intermunicipales, interprovinciales y sectoriales del Área”. El mismo fue desarrollado en 2017-2018, forma parte del Programa DAMI-BID e involucra las localidades que integran el Ente Coordinador del Área Metropolitana Santa Fe. El marco legal lo ha delineadola ley de Áreas Metropolitanas de la Provincia de Santa Fe N° 13.532/16. El marco teórico de la presentación no omitirá referencias que orienten a configurar el caso particular, pero también habrá de apuntar al reconocimiento de las interacciones entre los técnicos y los grupos de interés: sus expectativas, incertidumbres y conflictos durante el proceso de planeamiento metropolitano. La presentación va a terminar de recortarse en el modelo de gestión y los instrumentos que posibilitarían abordar problemáticas que se presentan como comunes a varias jurisdicciones en una visión de reequilibrio. This paper, which recognizes precedents in previous editions of the Seminar, collects and develops a fragment of an integral work whose objective was focused on "contributing to explain the main problems and challenges facing the Metropolitan Area of Santa Fe (AMSFe) and delineate a set of possible strategies to solve the common inter-municipal, interprovincial and sectorial problems of the Area ". It was developed in 2017-2018, is part of the DAMI-BID Program and involves the localities that make up the Coordinating Entity of the Santa Fe Metropolitan Area. The legal framework has been drawn up by the Law of Metropolitan Areas of the Province of Santa Fe N ° 13.532 / 16. The theoretical framework of the presentation will not omit references that guide the configuration of the particular case, but it will also point to the recognition of the interactions between the technicians and the stakeholders: their expectations, uncertainties and conflicts during the metropolitan planning process. The presentation will end up being cut back in the management model and the instruments that would enable addressing issues that are presented as common to several jurisdictions in a vision of rebalancing.
