Un análisis de la política de ciencia y tecnología en México

Resumen
This paper, based upon the policy\nstatements in science and technology\nin our country which are established\nin the Special Program of\nScience and Technology, PECyT\n(2001-2006), carries out an analysis\nof the instrumentation levels on\nthese statements. It reviews, in a\ncentral way, three dimensions which\nare: the financing for these activities\nemphasizing in the total investment\nin science and technology, the percentage\nof the GDP that the government\ndestines to these activities and\nthe percentage of the same GDP for\nresearching and development. The\nmain element for the impulse of this\nsector is the training on human\nresources, where it emphasizes the promotion to the graduate studies\nand the consolidation of the\nNational System of Researchers\n(SNI). The main objective of a science\nand technology sector is to\nimprove the competitiveness of the\ncountry, then our preoccupation\nfocuses to review the productivity of\nthe Mexican researchers; the behavior\nof the international index of\ncompetitiveness, the place that\nMexico is able to reach, and finally, a\nrevision of the technological payments\nbalance of our country is\nmade.
