Universalismo en salud. La reconstrucción de un debate sobre los derechos

Resumen

This work presents the debate on the universality of services in the region and, then, focuses on the health sector, in reference to the right to receive health services.\nFrom a qualitative research approach, a bibliographic review was carried out linking, on the one hand, the document corpus of social policies and, on the other, that one of the health sector. Afterwards, a critical revision of the proposal issued by international health organisms regarding universal coverage was implemented. As a result, the points of discussion arisen during the debate are presented. These are related to: the argument about rights (individual guarantee or social right); the priority of provision and service (to whom, how, and who defines the access to this provision); and the institutional guarantee and quality (public capacities in motion and required changes for financing and institutional design).\nAs a conclusion, the frontiers of the right to health are defined in these discussion points. Therefore, their identification is useful for pondering on dimensions of analysis, and with them the advancements towards the universality of health policies can be detected.
