Resumen

Climate change has been a determining factor for the displacement of people, generated by the increase in frequency and severity of sudden and long-term disasters. Thus, forced migration is one of the great consequences of change where populations, due to a lack of support and recognition of their situation, are forced to migrate out of their country, generating in recent years an alert for the increase of human mobility at the international level (Keating, 2017). Therefore, there is currently a debate about the possibility of naming these people as climate refugees or environmental refugees, which are not yet included in the refugee category for those displaced by these conditions, affecting directly their human rights. This document, then, aims to highlight the difficulties presented by the populations of the low-lying Pacific States, in this case Tuvalu and Kiribati, to demonstrate the lack of regulations in relation to forced migration as a result of change, evidencing the lack of protection of Human Rights.
