La planeación educativa: ¿ciencia o política?

Resumen

Many governments promote educational planning as a means to rationa lize expenditures in the educational sector, arguing that the scientific basis of planning makes possible the identification of the best solutions to educational problems. However, history is filled with examples of plans that were never implemented, and reforms that never fulfilled their promises. This paper questions the view of planning as “scientific,” noting that change in organizations almost always means conflict, and that conflict is resolved not by science but by politic. The paper presents a case study of sucessful planning, in which planes were implemented.
