Escenario de práctica para el fortalecimiento de competencias en vigilancia en salud pública : la experiencia del Instituto de Salud Pública con el Instituto Nacional de Salud

Introduction: public health faces constant challenges such as the appearance of diseases that put the health of populations at risk, this shows the need to strengthen skills in human talent in health that allow addressing inequities, guaranteeing universal access to health services , expand the stewardship function and respond to the constant challenges of population health and the social determinants of health. Objective: To describe the process of articulation and the competencies that are strengthened in the students of the Master's in Public Health with an in-depth modality through the agreement with the National Institute of Health of Colombia and its Training Program in Field Epidemiology. Methods: case study with a qualitative approach. The case was configured with the successful experience of a Master's in Public Health student who completed the Training Program in Field Epidemiology. A documentary review and semi-structured interviews with key actors were used. A priori categories were constructed, which allowed the interviews to be grouped into four categories, inter-institutional articulation; transversal skills; essential competencies; pedagogical approach, and deductive subcategories in each of them. Convergence triangulation and content analysis were performed. Results: the inter-institutional articulation between the Institute of Public Health and the National Institute of Health emerged to establish practice scenarios that would allow strengthening the skills of human talent in public health. According to the case analyzed, cross-cutting and specific skills were strengthened for the design and implementation of epidemiological studies, applied epidemiology, public health surveillance actions, and risk management. The Field Epidemiology Training Program has a constructivist pedagogical model with a problem-based learning approach. The Program strengthens skills such as: communication, analytical skills and leadership as a result of the products of scientific dissemination and dissemination of knowledge. Knowledge products related to COVID-19 were more widely disseminated due to the need in Colombia and the world to generate knowledge about this pandemic Conclusions: the agreement between the Institute of Public Health and the National Institute of Health offers practice spaces for professional growth, strengthens skills that allow responding to current challenges and promotes the production and dissemination of knowledge.
