In the context of the COVID-19 pandemic and the economic recession, this paper presents an analysis about four articulated themes: Development, migration, refuge and geopolitics. The idea is that migration and refuge in the 21st century are expressions of the real DNA of the world-system led by financial capital, which has caused expulsions. These phenomena become more complex at a time when countries with strong migratory attraction, such as the United States, are building physical and virtual walls, which are accompanied by legislative measures and agreements with other countries for the entry of people into their country. This is part of a larger geopolitical agenda of the White House that seeks to regain its global hegemony to reposition itself against a world that is advancing to multipolarity.
