Resumen
The present research has a qualitative approach along with a design or model of documentary nature. The most relevant results are related to the progress between the years 1948 and 2025 in terms of international codification linked to the promotion and protection of Human Rights and most particularly to the fundamental basis of every society as health and education refers to. The efforts and progress achieved in terms of the adoption of international instruments on this subject matter have been enormous. Nevertheless and given the vertiginous geopolitical redefinition and prevailing fragility regarding the international cooperation, it will be relevant that the States design and develop clear public policies towards the effective promotion and protection of health and education, contemplating every different social sectors and actors, since it has been warned that by the year 2030, 40% of minors at global level will not finish secondary education; while 4.5 billion people globally lack access to health systems and 2 billion have difficulties to face by their own means the high costs of health care.
