Resumen

The cross-border migration in the metropolitan area of the cities of San Diego and Tijuana has been characterized by being studied from economic phenomena: the settlement of companies, multinationals and assembly of maquilas. These businesses were a way of understanding the border, as the closest opportunity to work. South - north migration is an indicator that shows that the United States has been - and still is - attractive to have a stable individual economy. However, the academy falls short in the study of migrations, as well as in the definitions of terms: the reasons why it is migrated, time for which it migrates and duration on either side of the border. For this reason, there is not enough data to understand the circularity that the checkpoint La garita de San Isidro experiences daily. On the other hand, one of the triggers of this circularity is the independence that the federal system of both countries gives to their states. This has allowed local governments to decide how to manage immigration policy in a positive way, without being restrictive or coercive, as has been the case in the rest of the Mexican- American border.
