Resumen

Migration has become a key political issue in most countries, and is undoubtedly one of the most studied questions of recent years. This paper seeks to add to this body of work by approaching it through the equally classic question of sovereignty. Its originality stems from its approach: the adoption of a relational (rather than substantialist) conception of sovereignty; and the emphasis placed on the conflictual dimensions of sovereignty. The aim is to show that sovereignty is certainly an idea, a discourse and a term, but that it is above all a pivotal point around which political relations are played out, by examining the forms taken by the quest for or claim to sovereignty, the diversity of ways in which the actors intend to assert it, and the games allowed by the claim to sovereignty. Today’s migratory phenomenon seems to be the ideal forum for the expression of plural and heterogeneous claims to sovereignty, conceived in a fragmented and diversified way as a political game, and in so doing for conflicts of sovereignty whose violence can be lethal.
