Resumen

Globalization requires a review of the state's role in its domestic and international relations, given that there is a growing interdependence between internal and international legal systems. This paper inclusion of immigrant rights of citizenship is increasingly necessary given the economic pressure by labor imports as in Europe, which demographics of an aging population there is a need for foreign use resulting in public policy inclusion of immigrants in Europe. Thus, ensure citizenship abroad is a way to rebuild the state's role and effect fundamental rights of migrants. The article will examine the issue of immigrants from the perspective of comparative law, analyzing the Brazilian law, the jurisprudence of the United States of America, and comparing them with the European economic situation.
