Ecuador: The Provincialization of Representation

Abstract This chapter examines the role of the provincialization of representation in the crisis of democratic representation in Ecuador. It analyzes the main characteristics of the electoral system and especially the structure and formation of the National Congress and its relationship to the executive. It explores the relationship between formal institutions and political practice and the ability of institutional structures to reflect and process the cleavages in national politics. This chapter argues that while the provincialization of parties has facilitated their survival it has also caused their main deficiencies.
