A look at inequity from funding mechanisms to the demand for higher education:Case study Usme and Ciudad Bolivar period 2016-2020.Currently, the mobilization of the young population that demands their right to education under slogans that request access to public and quality higher education is increasingly notorious, for which governments have generated funding strategies such as "Matricula Cero" and incentives for payment and debt forgiveness under ICETEX schemes.In this sense, the young population of Bogota is not indifferent to this national reality, especially when statistics indicate that every 4 out of 10 young people in Bogota achieved their immediate transit to higher education in 2019, that is, less than 50%.This is perpetuated by the targeting mechanisms and criteria of some public policy funding programs, whose minimum requirements and points leave out the most vulnerable population or are not sufficiently partial to generate an opportunity for selection or eligibility to such population, even when the design and purpose of the public policy formulated by the District Government is clear and defined to which population it wishes to reach with the offer of this service to the citizenship.In this sense, based on the case study of two localities: Usme and Ciudad Bolivar, it is identified that these targeting criteria for the awarding of the benefit are focused on variables such as academic performance or their socioeconomic status, under which an inequitable barrier is configured for the access of young people, where high school graduates do not have sufficient academic competencies to compete for the benefit.Hence the importance of generating policies and resources with a territorial focus that allows access to the population in conditions of equity.
