espanolPese a que el Pacto Mundial para la Migracion Segura, Ordenada y Regular no tiene aceptacion universal y carece de caracter juridicamente vinculante, supone un hito historico en el tratamiento internacional del hecho migratorio como fenomeno estructural, global y multidimensional. El Pacto afecta a la comunidad internacional y de forma directa a los paises que lo han suscrito y lo hara de manera creciente en el futuro al menos en tres ambitos. En primer lugar en cuanto la comprension misma del fenomeno migratorio por su concepcion como hecho positivo. En segundo lugar al ofrecer un marco de cooperacion internacional. Finalmente en cuanto el Pacto incluye un mecanismo de control de ejecucion flexible pero al mismo tiempo sujeto a limitaciones. EnglishDespite the fact that the Global Compact for Safe, Orderly and Regular Migration is not universally accepted and lacks legally binding force, it represents a historical milestone in the international treatment of migration as a structural, global and multidimensional phenomenon. The Pact affects the international community and more directly the countries that have signed it and will do so increasingly in the future in at least three areas. First, regarding the understanding of the migration phenomenon as a positive fact. Secondly, by offering a framework for international cooperation. Finally, the Pact includes a flexible control mechanism but at the same time subject to limitations.
