Resumen

The role of migration in the restructuring of the systems of innovation and advanced technologies in countries of destination or origin has given rise to various debates, because there are always two sides of the coin, in this case, north and south. In this paper we show some fair debates and discussions on everything that is at stake for developed countries and those emerging or developing, this is an account of the history of mobility of skilled personnel in different times and delves specially into the case of india with some return programs for skilled workers. Although the dichotomy between skilled and unskilled migrants unjustified, lately india has been a disproportionately significant focus point around the world by the success stories of highly qualified human resources who have succeeded remarkably in the labor market abroad.
