Summary The aim of this work is to analyse at what extend the setting priorities and health targets is a tool of health policy in Spain. The information reviewed comes from two main sources: scientific journals and Health Plans (HP), and other health policy related material. The principles of the Health For All strategy were accepted and adopted in Spain in 1990. All the HP elaborated by the regional authorities are inspired by this strategy and many of the regional plans have approximately similar health targets. The priorities chosen relate mainly to health problems, habits and lifestyles, but also to health services. Almost all the regions have their HP at the status of planning and some regions have started to apply some of the interventions. Health Plans can be a good tool for the Spanish health policy. Nevertheless some HP present several problems that should be addressed in order to provide an instrument useful to the attainment of the health targets proposed.
