Resumen

The Venezuelan-Colombian border, being one of the most dynamic in the region, manages to capture a flow of people from side to side interacting with the neighboring country. However, since 2015, due to the internal situation in Venezuela, there has been an increase in Venezuelan transnational migration to Colombia through this border. For this reason, this research work analyzes the arrival of Venezuelans in the city of San Jose of Cucuta and how local and national institutions respond to this problem. Thus, this research is built from the perspective of historical institutionalism and the push-pull factors of migration, exposing the expulsion factors of migrants from Venezuela, the reception conditions of the city of Cucuta, the policies that exist or are they have created to face such situation and the analysis of the state action against the migratory scourge in mention. Annexes are presented with the technical file of the survey of 618 Venezuelan migrants on the situation they have faced since arriving in Colombia to know the perception of the response of Colombian institutions, reports on the subject of local and national authorities and interviews with public officials and the church, who have taken part in the migration.
