This article examines the role of pro-migrant civil society organizations (CSOs) on Mexico's northern border, with an emphasis on the cases of Tijuana and Ciudad Juárez. From the perspective of the binational regulatory framework and mechanisms of migration governance and citizen participation, the article aims to analyze the range of actions carried out by these organizations. Using a qualitative approach based on the analysis of documentary sources, the study identifies strategies ranging from humanitarian assistance to political advocacy, reporting, and protest. It also analyzes forms of interaction and collaboration with state and non-state actors at the local, national, and cross-border levels. The article provides a conceptual framework that highlights the diversity and breadth of CSO action and contributes to understanding the socio-state dynamics and the role of civil society in human mobility processes on Mexico's northern border.
